The City and Information Technology (IT) Department have grown exponentially in the last 20 years and this has necessitated the need for a Deputy Director. The Deputy Director will focus on tactical planning while allowing the Director to focus on long range planning thus a strong partnership between the Director and Deputy Director is vital. The successful candidate will have proven, demonstrated leadership in the technology sector with exceptionally strong managerial, organizational and collaborative skills. The Deputy IT Director is responsible for the day-to-day management and administrative operations of the IT Department to ensure the department’s programs are implemented in a manner consistent with the City’s and the IT Director’s goals and objectives. Manages the Customer Service Operations Division of the IT Department and provides direction to the Service Desk, Systems Operations, and Business Systems staff. Works with the IT Director in the strategic planning for services and support of City hardware and software needs. Working with IT Managers and the Project Management Office (PMO), provides project direction in the selection, implementation, testing, and transition to support of newly procured business applications.

Work is characterized by the incumbent assisting the IT Director with the strategic vision of City business systems, hardware, and day-to-day customer facing operational challenges. Work is also characterized by substantial management, administrative and supervisory functions in assessing needs for the City that spans everything from the individual IT needs of City staff to the Enterprise-wide needs of complex business systems. Incumbent is responsible for providing leadership, direction, and prioritizing work for division staff; working with IT Managers and the PMO to identify, assess, and guide projects and associated tasks; and perform special projects as assigned by the IT Director.

Work is performed under limited direction of the IT Director and must fulfill established program objectives and be in conformance with departmental and City policies, practices and/or objectives.

Essential Duties and Responsibilities:

Assists the IT Director by making recommendations and developing long-range needs and systems analysis to ensure integration of all the City’s functions involving the City’s various business systems, the use of the workstations and all associated peripherals throughout the City.

Serve as an advisor to the Information Technology Director, Chief Administrative Officer (CAO), department directors, Mayor and City Council on matters relating to information technology.

Assists in aligning and coordinating resources, priorities, work plans, and activities among all Divisions throughout the IT Department.

Assists in ensuring that department functions are performed within budget; monitors revenues and expenditures to ensure sound fiscal control; assists in preparing budget requests, at the direction of the Director; ensures effective and efficient use of funds, personnel, materials, facilities, and time; assists in developing, implementing, and monitoring the city-wide standards for hardware and software.

Supervises and evaluates the performance of assigned staff; assigns and prioritizes duties, counsels and issues discipline, issues formal recognition for personnel, as appropriate, evaluates and implements training needs, evaluates staffing requirements, and hires employees as approved through the budgetary process; determines work procedures, prepares work schedules, and expedites workflows.

Analyzes City business processes and make recommendations on how to more effectively use technology to improve efficiency and customer service.

Evaluates changes and new developments in technology, information systems, and computer hardware and software; recommends which changes would improve the operation of City’s IT functions and negotiates with vendors and consultants to reach the best solution for the City.

Provides leadership and direction for department managers in dealing with a variety of organizational and programmatic issues.

Working with IT Admin, perform necessary steps in the contract and legal review, accounts payable, and Council presentations required for procurement of new software/hardware solutions.

Working with the Infrastructure & Security Ops Manager, assists in ensuring the security of confidential data and that backup files and documentation

are protected and available; responsible for security of City-owned software.

Working with the PMO, assists in developing, negotiating, managing, and administering all business systems agreements and contracts for major technology purchases, maintenance, and consulting with City departments; monitors vendor performance according to contracts/agreements.

Working with the Applications Development Manager, establishes a common understanding of the need for customer developed solutions as well as having a solid, shared understanding of all integrations between current and future business systems.

Working with the Enterprise GIS Manager, establishes a solid, shared understanding of the spatial data layers required for current and future business systems.

Serves as a technical advisor, including assisting other departments with needs and making recommendations to upper management and the City Council.

Assists in development and maintenance of IT recovery and emergency operations plan and developing and administering operating policies and procedures for Customer Service Operations.

Create and review product and/or application information including manuals, white papers, help files and brochures for technical accuracy.

Communicate with City officials, officials of other governmental agencies, business community representatives, IT staff, vendors, contractors, consultants, City department personnel, etc. on information services activities or projects.

Participates in and represents the IT Department as a member of local and regional associations, collaborations and multi-agency initiatives (e.g. Valley Communications PSAP/Public Safety Answering Point and C3/Connected Community Consortium).

Facilitate and Lead reoccurring Enterprise Architecture Team sessions.

Attend and/or chair various professional, staff and committee meetings and conferences.

Actively support the mission, vision, values and goals of the City and department.

PERIPHERAL DUTIES:

Required to act as Information Technology Director in the Director’s absence.

Perform related duties as assigned.

Knowledge, Skills and Abilities:

KNOWLEDGE OF: Municipal government policies, procedures, practices, objectives, and structure; and applicable local, state, and federal laws, codes, regulations, and ordinances

Municipal budget preparation and administration techniques

Planning, organization and direction of assigned divisions and programs.

Practices, techniques, and laws required to develop, implement, administer, and evaluate business solutions/systems, including the pivot to more SaaS options

Usage of ITSM solutions in concert with ITIL (v3 or higher) as a foundation

Similarities/differences, strengths and weaknesses between/of cloud-hosted solutions (SaaS) versus locally installed solutions (on-prem)

Smartphone applications, including installed applications and HTML5 applications designed to be run on a smartphone

Principles and techniques of analysis, procurement, implementation, testing, and support of complex computer and communications systems

Technical issues management, techniques, and documentation

Principles and concepts regarding creation and maintenance of business system documentation

Multi-user/multi-tasking computer systems capabilities, including security and performance

Computer operating systems

Capabilities and operations of computers and peripheral equipment including, but not limited to, laptops, PCs, smartphones, printers, application software, operating systems

Managerial accounting best practices

Current literature, trends, developments, and technical aspects in IT Operations for the Public Sector

ABILITY TO: Effectively direct and evaluate the work of others involved in the daily operations of the IT Department.

Establish and maintain effective working relationships with elected officials, employees, supervisors, department directors, and the public

Compose, proofread and edit speeches and articles for publication, general correspondence, reports, contracts, policies and procedures, etc.

Develop, negotiate and administer information technology contracts

Perform procurement and tracking of IT assets, including maintenance and subscription renewals

Lead, mentor and guide others to appreciate, understand and promote the value of properly utilized IT systems/solutions and advantages of Technology

Read, analyze and interpret technical journals, financial reports, legal documents, operating and procedure manuals, general business periodicals, professional journals, government regulations, etc.

Evaluate user needs, system requirements, and cost effectiveness to develop cost-saving customized alternatives and improve customer service

In conjunction with the PMO, support and execute project management best practices and principles, write RFPs, and assist in the procurement process of commercially available solutions/systems

Plan for future functionality needs, growth and associated expenditures in City staffing plans, including workstations, peripherals, and business solutions/systems

Add, subtract, multiply, divide; compute fractions, ratios, percentages, proportions; draw and interpret graphs and charts; and apply these concepts to practical situations.

Define problems, collect data, establish facts and draw valid conclusions; apply common sense understanding to solve practical problems and deal with a variety of variables in situations where only limited standardization exists.

Education, Experience and Other Requirements:

Education:

Master’s degree in Information Systems, Business Administration, Technology Management or a related field; and

Experience:

Seven (7) years of IT Operations experience in the day-to-day administration, support and future needs assessment of customer service requests on all end-user hardware and business systems at the Enterprise level, including experiences with an ITSM solution for service request/incident tracking and asset/work order management (e.g. iVanti) and ITIL (v3 or higher) certification, including at least three (3) years supervisory experience.

In place of the above requirements, the incumbent may possess any combination of relevant education and experience which would demonstrate the individual’s knowledge, skill and ability to perform the essential duties and responsibilities listed above.

LICENSES AND OTHER REQUIREMENTS:

Automation systems project management experience

Staff management, development and motivation experience

Software Engineering projects management experience (SDLC)

Information technology contract negotiation and administration experience

Must successfully pass a position relevant background inquiry
