Job Description:

The City of Kent is currently accepting applications for Survey Party Chief in our Public Works Department. The incumbent in this position is responsible for leading crews in the completion of surveying projects.-The ideal candidate will be-adept at planning and overseeing survey work and skillful in communicating effectively with both internal and external customers.- Qualifications for this position include four (4) or more years of progressively responsible experience in land surveying. If you have lead experience in surveying and you are able to provide appropriate work direction and training to others, this may be the perfect opportunity for you!-Monthly salary for this position is $6,803-8,301, depending on qualifications. This is a full-time, benefited position that is not represented by a union.The selection process for this position will consist of panel interviews and a job-related computer assessment. The incumbent will oversee a survey crew to complete surveying projects; makes advanced mathematical computations in the performance of assigned work; assure that acceptable field methods are used and that the work is completed and recorded in an accurate manner; assure survey work schedule meets with the City Land Surveyor's, inspector's, and contractor's needs.Work is characterized by difficult, complex, and specialized technical duties in surveying, calculating, organizing, scheduling, assigning, and overseeing the activities of a survey crew, requiring the ability to make decisions and take responsibility for such decisions. The incumbent will assist other survey crews in the department or provide backup support when the work unit is short-handed, working as an instrument person or head chain person as required. The incumbent operates all standard types of surveying instruments and equipment; and assuring survey projects are completed in an accurate and timely manner. Daily work assignments require the incumbent to be proficient in survey and drafting software, methods, standards and applications as they relate to civil engineering.Work is performed under limited supervision. -The supervisor sets the overall objectives, deadlines and resources available. The incumbent is responsible for the work, plans and carries out the assignment, resolves most conflicts that arise, coordinates work with others, and interprets policies on own initiative in terms of established objectives.- The incumbent keeps the supervisor informed of daily progress, potentially controversial matters, or far reaching implications.- Work is evaluated for technical soundness, timeliness, accuracy, and conformity to departmental practice and policy.ESSENTIAL DUTIES AND RESPONSIBILITIES:Responsible for the Survey Crews performance of collecting and providing Field Survey data. Assuring projects are completed in an accurate and timely manner. Train Survey Technicians and Survey Interns.Operate a variety of Land Survey Field equipment such as Data Collectors, Total Stations, Levels, GPS/GNSS devices, Calculators, and associated field software.Setup Construction projects for staking in current Survey office software.Process topographic information in current Survey and CAD office software.Record legible, accurate and complete survey notes for all field surveys according to departmental procedures.Upload/download information into the Data Collectors for assigned daily tasks.Process, analyze, and identify errors in daily work through current office drafting and survey software.Determine the source of errors and correct them to provide a final Survey product to internal/external customers.Perform accurate, technical engineering calculations including, but not limited to distances, ties, angles, areas, and elevations using geometric and trigonometric equations and formulas, calculate proper closure of field equipment traverses and level loops including verification of calculations performed by others, perform necessary calculations in order to set stakes and hubs for public works projects such as street, utility, and building locations along with proper grades and profiles. Prepare respective cut sheets using office software to construction inspectors and contractors.Work with Engineering; calculate and verify results of engineering plans for layout activities such as street improvements, traffic channelization and signalization, sanitary sewers, water mains, storm sewers, flood control, and erosion and sedimentation control.Research boundary, easement, and right of way information from a variety of internal/external database sources to complete assigned tasks.Locate and set survey monuments according to state regulations. Update and maintain the City Survey Monument Control network through mobile apps and current office database software.Setup/takedown and provide traffic control according to federal guidelines.Control Network design and adjustment processes.Draft exhibit maps such as tract and parcel, property line, land ownership, right-of-way, and easements using current computer aided design and drafting (CADD) programs, aerial imagery, and GIS data.Collect, process, and provide location data to be included in the City Geographic Information System (GIS).Under the direction of a Licensed Land Surveyor, research, collect, and evaluate boundary evidence to perform calculations to assist with determining the location of property lines, public rights of way, and easements.Under the direction of a Licensed Land Surveyor,read, review, interpret, and assist with writing legal descriptions for annexations, road vacations, easements, and other City documents.Assure that all safety regulations are adhered to in accordance with state regulations.Purchase field supplies in accordance with established departmental procedures.Operate and maintain a City vehicle to conduct work assignments.Actively support the vision, mission, values and goals of the department and the City.PERIPHERAL DUTIES:Act as Assistant City Land Surveyor as needed and work independently.Train and/or direct others in proper surveying techniques to ensure the job is performed per the applicable City of Kent requirements while meeting the desired results.Perform related duties as assigned.---KNOWLEDGE, SKILLS, AND ABILITIES:KNOWLEDGE OF:* Principles and practices of surveying, drafting, engineering design, and construction* State Plane Coordinate Systems and map projections* GPS/GNSS survey techniques, terminology, software and equipment* Maintenance and adjustment of surveying equipment* Public Land Survey System retracement and subdivision rules* State and Federal Boundary law and judicial decisions* Principles of trigonometry, geometry, and algebra* Principles and practices of research and analysis* Recordkeeping techniques* Current AutoDesk and ESRI software* Correct English grammar, spelling, punctuation, and vocabulary as it pertains to the jobSKILLED IN:* COGO, CAD, and GPS/GNSS software* Algebra, trigonometry, calculus, and statistical analysis* Reading and interpreting design plans* Organizing and prioritizing work for self and others* Written and oral communication* Responding to frequently changing work responsibilities* Working effectively with the general public* Working effectively as part of a team* Ability to understand and execute instructionsABILITY TO:* Read, interpret, and work from engineering plans, blueprints, construction and shop drawings, maps, and sketches* Perform manual and technical field survey work* Analyze and adjust instrument errors in the field* Maintain accurate records of work performed and prepare reports* Clean and maintain GNSS equipment* Establish and maintain effective working relationships with co-workers, elected officials, managers, employees, and the public* Effectively organize and express ideas through use of oral and written communications* Observe legal and defensive driving practices* Perform effectively as a team member* Compose, proofread, and edit general correspondence, routine reports, etc.* Read, analyze, and interpret technical journals, financial reports, legal documents, operating and procedure manuals, general business periodicals, professional journals, government regulations, etc.* Speak effectively and present information in one-on-one and small group situations to the public and other employees of the organization* Add, subtract, multiply, and divide; compute fractions, ratios, percentages, and proportions; draw and interpret graphs and charts; work with mathematical concepts such as fundamentals of plane and solid geometry and trigonometry; apply concepts such as fractions, percentages, ratios, and proportions to practical situations* Interpret and carry out a variety of instructions furnished in written, oral, diagram, or schedule form* Interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variablesMINIMUM EDUCATION AND EXPERIENCE REQUIRED:Education: Graduation from an accredited two-year college with a degree in Surveying Technology or related field, andExperience: Four (4) or more years of progressively responsible experience in Land SurveyingOr: Any equivalent combination of education, experience, and training that provides the required knowledge, skills, and abilitiesLICENSES AND OTHER REQUIREMENTS:* Land Surveyor In Training Certificate (LSIT)* Valid Washington State driver's license, or the ability to obtain within thirty (30) days of employment-* Must be able to successfully pass the City's pre-employment driver's records check;
