Overview:

The Payroll and Benefits Specialist is responsible for the accurate and timely preparation and completion of multi-state payroll and benefits administration for approximately 215 employees in Washington and Oregon. The Specialist will be responsible for the set up and maintenance of the ADP Workforce Now system to ensure we are fully leveraging system capabilities. This person will also provide general support to the HR team. The role reports to the Director of Strategic HR in Kent WA. This is intended to be a full-time position, however, for the right candidate, we will consider the option of part-time employment.

Key Responsibilities:

HRIS

Maintain ADP Workforce Now, Onboarding, Recruiting, Performance Management and Compensation Management modules, to include:

exercise system expertise to fully utilize automated system features and research, test, and evaluate system performance;
communicate changes and instructions to management and employees;
oversee and approve Employee Self-Service transactions and process HR or Manager initiated transactions;
configure payroll module to meet compliance requirements, such as pay codes, deductions and deduction limits, taxes and accruals;
manage data bridges and ensure reliability of data.

Payroll

Manage semi-monthly payroll for 215 multi-state employees including, but not limited to:
inputting, adjusting and reviewing timesheets;
processing deductions for taxes, benefits, garnishments, and others;
generating paychecks;
troubleshooting issues with payroll and time and attendance;
maintaining PTO and disability time off balances;
preparing necessary reports for finance and assisting with any accounting reconciliation related to payroll and benefits;
transferring of payroll deducted funds to benefit vendors (i.e., 401k, FSA, HSA);
preparing and submitting quarterly/annual tax reports, including L&I, local taxes, and W2s;
support annual financial statement audit of payroll and 401k;
staying current on and implementing new payroll requirements and best practices;
archiving payroll records in accordance with retention guidelines.

Benefits

Perform benefits administration to include: enrollments and terminations, annual open enrollment, change reporting, proration of deductions, and communicating benefits information to employees.
Validate accuracy, resolve discrepancies and process monthly billings from insurance providers.
Organize and conduct new hire benefit orientations.
Ensure compliance with Temporary Continuation of Coverage (TCC) guidelines by preparing benefit termination notification as applicable.

General / HR

Initiate and close out new hire onboarding process in HRIS, including verification and retention of I-9 documentation.
Respond to employment verification and wage history requests.
Maintain electronic employee personnel files and the security thereof.
Maintain compliance posters in all company locations.
Ensure compliance and accuracy through regular audits of work processes and HRIS.
Act as a confidential employee liaison for all employee questions related to payroll and benefits.
Generate a variety of ad hoc and recurring HR reports; research and analyze data for reports, surveys, and budgeting process.
Interact with parent company, peers and vendors on benefit-related matters.
Perform other duties as assigned.

Education and/or Experience

Associate's degree and 5 or more years' relevant experience required (or equivalent combination of education and experience).
Certification as a Payroll Professional (CPP) from the American Payroll Association is preferred.
A minimum of three (3) years of increasingly responsible experience in full-cycle multi-state payroll administration, or a combination of experience and training is required.
Must have extensive experience using automated payroll and time and attendance system; experience with ADP Workforce Now and other ADP modules highly desirable.
Must have working knowledge of standard payroll concepts, practices and Federal and state specific payroll laws.
Excellent written and verbal communication skills, organization skills, and strong attention to detail are critical for success.
Proficient with Microsoft Office - Outlook, Teams, Word, Excel, PowerPoint.
Ability to proactively identify areas of need, create recommended action plans, gain consensus, and reliably follow through.
A critical thinker with the ability to analyze data, draw logical conclusions, and make sound recommendations.
Understand and demonstrate the importance of discretion and confidentiality at all times.

Total Compensation

Pay rate minimum of $30/hour, more depending on experience, and eligible for overtime.
